一、    王者商道，驚起千層浪

2011年，義烏市國際貿易綜合改革試點全面啟動。作為我國首個縣級國家綜合改革試點，將為我省現代服務業發展領域帶來重大突破，也將是義烏探索轉變外貿發展方式路徑的難得機遇。建設義烏商貿服務業集聚區，將為試點提供強有力的發展平臺。當前，義烏正面臨著全球小商品采購需求穩步提升的良好發展機遇，針對義烏“建設國際商貿名城、著力構建‘三中心兩高地’”發展目標，加快建設義烏商貿服務業集聚區，既可為建設全球小商品貿易中心拓展空間，又可為小商品市場鏈的上下游專業市場優化布局與建設創造條件，更可為義烏的發展目標奠定良好基礎。同時，作為一直走在全省商貿服務業前列的義烏商貿服務業發展特色鮮明，有潛力、有條件擔當引領浙江商貿服務業發展創新實踐，引領示范全省商貿服務業的發展。

1. Introduction to Yiwu
Yiwu was officially designated as a pilot city for comprehensive reform of international trade in 2011. As the first county-level pilot city for national comprehensive reform, Yiwu will make great break in modern service field of Zhejiang province, and provide an opportunity to transform the foreign trade mode for itself. Yiwu Commerce and Trade Service Industry Cluster Area (hereinafter refers to CTSICA) will be a powerful platform for the pilot reform.
Currently, Yiwu faces favorable opportunities that global demand for commodities is increasing steadily. Aiming at building Yiwu into a famous international trade city and building “Three Centres and Two Highlands”, we will speed up the construction of CTSICA, which will broaden the development space of commodities trade center, optimize the placement of both upstream and downstream specialized market, and lay concrete foundations for developing goal of Yiwu. Meanwhile, as the top-ranking commerce and trade service city in Zhejiang province, Yiwu is qualified to be the leader in innovation of service field.

基本概況

義烏，地處浙江中部，南接廣東、福建；北連上海經濟區；東鄰寧波港，距中國最大城市上海300公里，距浙江省會城市杭州120公里，總面積1105平方公里，下轄6鎮7街道，本地戶籍人口74萬，長住義烏的外來建設者143.3萬。

—Introduction to Yiwu
Yiwu, located in the middle part of Zhejiang, neighbors Fujian and Guangdong to the south, Yangtze River Delta to the north, and Ningbo to the east. It is only 300km to Shanghai, the largest city in China, and 120km to Hangzhou, the capital city of Zhejiang province. Yiwu covers an area of 1105 km?, and its local population is 740,000, while migrant builders amounting to 1.4 million.

2010年，實現全市生產總值614億元，同比增長11.5%，完成財政收入77億元，同比增長8.7%。全市金融機構存款余額1500.5億元。城鎮居民人均可支配收入35220元，農村居民人均純收入14775元。三次產業結構為：2.8：43.2：54。義烏經濟社會綜合發展水平進入全國縣市前列，綜合競爭力名列浙江省縣級市首位。

In 2010, GDP of Yiwu reached 61.4 billion yuan, increased by 11.5%; fiscal revenue was 7.7 billion, increased by 8.7%; outstanding of deposits in all financial institutions of the city amounted to 150 billion; urban per capita disposable income was 35,220 yuan, and rural per capita net income was 14,775. Proportion of primary, secondary and tertiary industries was 2.8:43.2:54. The comprehensive developmental level of its society and economy is among the most advanced counties (cities) in the in country, and its comprehensive competitive power ranks first among county-level cities in Zhejiang province.

——義烏?市場

義烏是一座國際性商貿城市，擁有全球最大的小商品批發市場，市場經營總面積達400余萬平方米，商位6.2萬個，經營43個行業，16個大類、4202個種類、170多萬種單品，成為國際性日用消費品流通中心、展示中心和信息中心。每天有來自全國各地的20萬經商大軍活躍在市場里，其中長住境外客商超過13000名；目前，義烏市場外向度達65%以上，市場商品已輻射到219個國家和地區。全年有42.2萬人次境外客商到義烏市場采購商品。經批準在義烏設立的境外企業辦事處3008家，經營面積達5萬平方米的國際館，引進了55個國家2.7萬種商品入場經營。

—Market
Yiwu, an international commerce and trade city, takes pride in the largest commodities market in the world. The market covers an area of more than 4 million square meters, and accommodates 62000 booths, selling 1.7 million kinds of commodities in 4202 varieties of 16 categories from 43 industries. It’s already become the world circulation, exhibition, and informative centers of daily necessities. Each day, there are 200,000 businessmen in the market, including 13,000 foreigners who are residing in Yiwu. At present, 65% of the goods are exported to 219 foreign countries and regions. Annual customer flow from overseas to Yiwu market reaches 422,000 person-times. 3008 overseas enterprises have established agencies in Yiwu. The Imported Goods Mall in the market, covering an area of 50,000㎡, has imported 27,000 kinds of commodities from 55 foreign countries.

——義烏?工業
義烏市委、市政府堅持“以商促工，貿工聯動”的戰略，創造了一連串塊狀經濟的全國乃至世界之最，從1988年義烏首家民營企業的誕生，到目前的2.6萬余家工業企業，形成了針織襪業、飾品、工藝品、毛紡、化妝品等20多個優勢行業，涌現了一批行業內的全國乃至世界“單打冠軍”、“團體冠軍”，形成了“小商品、大產業，小企業、大集群”的發展格局。義烏市場的發展帶動，還牽引著浙江中部地區眾多的特色產業區塊，形成了一個跨區域的“義烏經濟圈”。

—Industry

Yiwu municipal Party committee and municipal government insist on the strategy of “the business promote the industry, trade and industry joint development”, creating a series of regional economies top in the country, even all over the world. The first private enterprise in Yiwu was established in 1988, and now there are more than 26,000 enterprises, which have formed over 20 superior industries, such as socks, decorations, handicrafts, wool spinning and cosmetics. There are a group of No. 1 companies of different industries in China or in the world. The development of Yiwu market boosts the development of featured industrial districts in the middle of Zhejiang province and has formed a trans-regional "Yiwu Economic Circle".

——義烏?物流

義烏是浙江省最大的內陸港和全國最大的零擔貨運配載物流樞紐，也是浙江省三個“大通關”建設重點之一，重點培育的四大現代物流樞紐之一。在義烏，有設施齊全的國際物流中心及五個專業貨運市場，有國內外貨運經營單位800多家，全球20強海運集團有18家在這里設立辦事處，義烏物流可直達260多個大中城市。
—Logistics
Yiwu is the biggest inland port in Zhejiang and is one of Zhejiang Provincial Government’s three key construction projects under “extended CIQ policy” and it is one of the four cultivated modern logistics junctions. In Yiwu, there is an international logistics center with complete supporting facilities and there are five professional freight markets with more than 800 domestic and international freight companies. Within the global top 20 shipping groups there are 18 setting up offices here. More than 260 large and medium cities open up freight business in Yiwu.

——義烏?會展

義烏，被會展業人士譽為“永不落幕的會展城市”。國家級行業協會以及國內外知名展覽機構已有18家在義烏辦展，全年舉辦各類會展活動128個，展會成交額271.4億元。目前，義烏有國家級展會4個，分別是中國義烏國際小商品博覽會、中國義烏文化產品博覽會、中國義烏國際森林產品博覽會、中國國際旅游商品博覽會。義烏先后榮膺“中國最具潛力會展城市”、“中國十大最佳會展城市”等榮譽稱號。義烏國際博覽中心總投資18億元，占地219畝，可設國際標準展位5300個，是浙江省最大的會展中心。

—Exhibition

Yiwu is called “never-ending exhibition city” by the people in exhibition industry. There are eighteen national industry associations and famous exhibition institutions at home and abroad holding exhibitions in Yiwu, and there are 128 exhibition activities throughout the year. Total exhibition turnover reached 27.14 billion yuan. At present, Yiwu has four state-level exhibitions, namely China Yiwu International Commodities Fair, China Yiwu Cultural Products Fair China Yiwu International Forest Products Fair and China International Tourism Commodity Fair. Yiwu Fair has become China’s third largest professional exhibitions after Canton Fair and China Fair. Yiwu has been honored as “China’s most attractive Exhibition city”, “Top Ten Exhibition City” and other honorary titles. The total investment of Yiwu International Exhibition Center was 1.8 billion yuan, covering an area of 219 mu. It can set 5,300 international standard booths, and it is the largest exhibition center in Zhejiang Province.

義烏商貿服務業集聚區的功能定位為：全球小商品貿易中心核心區、國家國際貿易綜合配套改革試驗重點區、浙江商貿服務業發展引領區和金衢麗產業帶小商品制造研發創新區。
—Strategy
Function of CTSICA: core zone of global commodities trade; key zone of international trade reform; leading zone of commerce and trade service in Zhejiang province; innovation zone of commodities manufacturing and R&D in Jinhua-Quzhou-Lishui regions.
——空間布局
義烏商貿服務業集聚區“十二五”開發建設區面積為21平方公里，重點規劃區面積為53.2平方公里，按照“突出核心功能、強化功能聯動、注重切合實際、護生態環境、體現規劃融合”的布局原則，形成“一核兩區一走廊”的空間形態。
“一核”指國際商貿城核心區，功能定位為服務世界的小商品國際貿易核心區；“兩區”指商貿流通創新區和制造研發區，功能定位為中國商貿流通創新發展區和高新技術小商品制造研發區；“一走廊”指創意生態走廊，充分利用江東區域優良的自然生態環境和人文基礎優勢，大力發展文化、創意、設計、教育服務等文創產業，維護良好生態環境，建設高品質居住社區，有力提升城市品質。
—Layout
CTSICA will cover an area of 21 km?, and form layout of ‘one core, two zones, and one corridor’.
‘One core’ refers to International Trade Mart, and the function of which is serve global commodities trade. ‘Two zones’ refer to innovation zone and R&D zone of commercial distribution, and the function of which is innovate and research commercial distribution. ‘One corridor’ refers to creative corridor, and the function of which is developing cultural industry, protecting ecological environment, and improving city quality.

義烏商貿服務業集聚區將圍繞國際商貿核心功能，全面推進商貿流通與現代物流兩大主導產業，大力發展會展、金融、商務中介、總部經濟、科研創新、文化休閑旅游等配套產業，積極發展支撐商貿服務業發展的先進制造業，著力構建現代商貿服務產業體系。
—Orientation
CTSICA will be centered on the core functions of international trade, fully promote trading circulation and modern logistics, strive to develop exhibition, financial, agency, headquarter economy, science & technology innovation, and tourist industry, energetically develop advanced manufacuring industry which gives support to trading service, and establish modern commerce and trade service industry.

3. Advantages of Yiwu

——優越的交通區位
●    機場：義烏站日過境?？苛熊?20多趟次，可直達北京、廣州、上海等大中城市。
●    鐵路：民航義烏機場已開通香港、北京、廣州、廈門、深圳、汕頭、長沙、昆明、汕頭、重慶、成都、西安、烏魯木齊、長春等20余條航線。
●    公路：杭金衢高速公路、甬金高速橫貫全境，現已開通省際客運線路340余條，開通義烏-香港班車。到杭州只需1小時，到上海2.5小時左右，到寧波1.5小時。
—Transportation
Airport: Yiwu Airport operates more than 20 airlines to big cities, such as Beijing, Guangzhou, Qingdao, Xiamen, Shenzhen, Shantou, Kunming, Changsha, etc.
Railway: 90 plus trains stop at Yiwu Railway station daily. Many big and medium-sized cities such as Beijing, Guangzhou and Shanghai can be directly reached by train from Yiwu.
Highway: Hangzhou-Jinhua-Quzhou and Ningbo-Jinhua highway traverse Yiwu, which runs over 340 interprovincial routes, including Yiwu-Hong Kong shuttle. It only takes 1 hour to Hangzhou, 2.5 hours to Shanghai, and 1.5 hours to Ningbo.

—Infrastructure
●    供水供電：城市供水設施完善，飲用水源達到國家一級標準，城區綜合日供水能力37萬噸。供電形成了以220千伏和110千伏為主網，35千伏和10千伏為配同網的輸變電網絡，供電量充足。
Water and power supply: drinking water in Yiwu reaches the first rank of national level, and the urban daily water supply capacity amounts to 370,000 tons. Power supply adopts power transmission and transformation network, which consists of major network (220kv and 110kv), and matching network (35kv and 10kv).
●    物流體系：義烏是浙江省三個“大通關”建設重點之一，重點培育的四大現代物流樞紐之一，物流園區列為省重點扶持物流基地。有設施齊全的國際物流中心及五個專業貨運市場，有各類物流企業2311家，全球20強海運集團有18家設立了辦事機構，可直達國內260多個大中城市。
Logistics: Yiwu is one of Zhejiang Provincial Government’s three key construction projects under “extended CIQ policy” and one of the four cultivated modern logistics junctions. The logistics Park is listed as a logistics base supported with emphasis by Zhejiang province.
In Yiwu, there is an international logistics center with complete supporting facilities and there are five professional freight markets with 2311 domestic and international freight companies. Within the global top 20 shipping groups there are 18 setting up offices here. More than260 large and medium cities open up freight business in Yiwu.
●    金融服務：金融機構種類齊全，服務功能完善，國際結算渠道順暢，全市現有銀行業金融機構18家，小額貸款公司2家，證券公司營業部9家，期貨公司5家，保險機構36家。義烏被列為第二批跨境貿易人民幣結算試點城市，成立全省首家本外幣兌換公司。四大國有銀行全部批準升格為分行，金融助推地方經濟發展能力進一步增強。
Finance: Yiwu has 18 financial institutions, 2 small-loan companies, 9 securities exchanges, 5 futures brokerage companies, and 36 insurers, which ensure international settlement safe and clear. Yiwu is among the second batch of pilot cities for cross-border trade RMB settlement, and has established the first Domestic and International Currency Exchange in Zhejiang province. Moreover, the four state-owned banks are upgraded to branch which will promote the development of economy.
●    涉外服務：義烏是浙江省首個成立海關的縣級市，海關總署專門為義烏量身定制“旅游購物商品”和簡化歸類政策，實行“異地報關、口岸放行”的大通關模式，與寧波港、上海港實現跨關區一站式通關。設立了出入境管理局，外商往來更加便捷。國際旅行衛生保健中心、新檢驗檢疫大樓等涉外服務設施全面投用。義烏可管轄涉外民商案件、審理部分知識產權民事糾紛案件，可邀請外國人員來華審批、外國人在華就業行政許可等。中國國際經濟貿易仲裁委員會在義烏設立全國首個縣級辦事處。民航義烏機場每年開通到香港的臨時航班，成為全國縣級市首個航空口岸，義烏機場境外旅客比例達40%以上。
Foreign services: Yiwu, the first county-level city equipped with customs, enjoys preferential policy supported by the General Administration of Customs. Tourist commodities will enjoy the advantage of one-stop declaration service. Yiwu also has established Exit and Entry Administration Bureau, International Travel Health Center, and Inspection and Quarantine Bureau to provide foreigners with convenience. Yiwu are authorized to administer civil affairs concerning foreigners, disputes of intellectual property, and administrative permission approval etc. China International Economic and Trade Arbitration Commission (CIETAC) has set the first county-level office in Yiwu. Annual provisional flight from Yiwu to Hong Kong makes Yiwu the first port in  county-level cities. Foreigners in Yiwu airport amounts to 40%.

——快捷的政府服務

義烏市行政服務中心總建筑面積64588平方米，共設立291個窗口，集中了我市35個職能部門，集中辦理許可類和服務類項目726項；同時設立了24個中介窗口，可以真正實現一站式辦理，一條龍服務。中心堅持“便民、高效、廉潔、規范”的原則和“讓方便留給群眾，把麻煩留給自己”的服務承諾，圍繞打造政府“第一窗口”、樹立城市“第一形象”的建設目標，為投資者、群眾提供快捷、優質、溫馨的服務。
—Government Service
Covering a total area of 64,588 m2, Yiwu Administrative Service Center has established 291 windows for 35 governmental departments to approve 726 items in permission and service field. Another 24 intermediary windows ensure the one-stop service. Administrative Service Center follows the principle of “provide citizens with convenience” to serve people with heart and soul.

四、友者善交，結天下賓朋
4. Preferential Policy

●符合下列條件的項目用地，可優先采用掛牌方式出讓。
—Project land matching the following conditions could be listed to sell:
1、    引進銀行、證券、保險等金融機構，促進金融產業的集聚發展。金融機構必須在本市交納主體稅種的稅收，且符合以下條件：在義烏設立分行及以上，或存款規模100億元以上的銀行機構；在義烏設立二級分公司及以上，或年保費收入5億元以上的保險機構；在義烏設立區域性營銷（管理）中心、注冊資金20億元以上、監管分類等級在B類以上的綜合類券商。
1. Introduce financial institutions such as bank, security and insurer. Financial institutions must pay principal tax in Yiwu and match the following conditions: banks should open branch or above in Yiwu, or deposit amounts to 10 billion; insurers should open second-degree branch or above in Yiwu, or annual premium income amounts to 500 million; securities should open regional marketing center in Yiwu with registered capital excceding 2 billion and supervision classification reaches B level or above.
2、    鼓勵國內外企業入區投資建設和發展現代服務業。項目投資規模在3億元以上，投資業主為單一法人主體，并符合下列條件：綜合類企業（限于商貿服務為主營業務之一的多元經營企業集團）必須近3年凈資產3億元以上、資產負債率不超過60%，且上一年度納稅額6000萬元以上；商貿服務類（不含批發類）企業必須凈資產1.5億元以上、資產負債率不超過60%，且上一年度納稅額3000萬元以上。
2. Introduce enterprise to invest and develop modern service. Investor should be corporation sole entity with a scale of investment at least 300 million, while match the following conditions: for comprehensive enterprises (limited to enterprises engaged in commerce and trade service as major business), net assets should be above 300 million in recent 3 years, asset-liability ratio should be below 60%, and tax amount of the previous year should reach 60 million; for commerce and trade enterprises (wholesale excluded), net assets should be above 150 million, asset-liability ratio should be below 60%, and tax amount of the previous year should reach 30 million.
3、    吸引國內外大中型商貿服務類企業入區設立總部、地區總部或區域性分支機構。引進的企業應符合上述第2條規定的條件。
3. Introduce large and medium-sized enterprises engaged in commerce and trade business to set headquarter, regional headquarter, or regional branch. Introduced enterprises should match the no. 2 condition mentioned above.
●對世界500強企業、跨國公司投資項目，對我市產業特別是服務業優化升級具有重大影響或重要意義的項目，以及投資8000萬美元以上或6億元以上的重大項目，實行“一事一議”政策。
—Projects invested by Global 500 or multinationals, or investment reaches USD 80 million or RMB 600 million, and with great promotion to optimize service industry of Yiwu, will enjoy the “one project one discussion” preferential policy.
●對新引進的銀行、證券、保險類金融機構在區內購買自用辦公用房的，按每平方米800元的標準給予一次性資金補助；租賃自用辦公用房的，三年內每年按每平方米30元的標準給予補助，后三年每年按每平方米15元的標準給予補助。
—To newly introduced financial institutions, an allowance with the standard of 800 yuan per square meter will be offered if they buy office in the CTSICA. Those who rent offices will get an allowance with the standard of 30 yuan per square meter in the first 3 years and 15 yuan per square meters in another 3 years.
●對新引進的外貿、物流、信息、文化傳媒、中介服務等企業，以及跨國公司地區總部、區域性分支機構或國內大中型商貿服務企業總部，在區內購買自用辦公用房的，按每平方米400元的標準給予一次性資金補助；租賃自用辦公用房的，三年內每年按每平方米15元的標準給予資金補助。
—To newly introduced enterprises engaged in foreign trade, logistics, information, media or intermediary, regional headquarter or regional branch of multinationals, headquarters of big- and medium-sized domestic enterprises engaged in commerce and trade service, an allowance with the standard of 400 yuan per square meter will be offered if they buy office in the CTSICA. Those who rent offices will get an allowance with the standard of 15 yuan per square meter in the first 3 years.
